Under administrative direction of the Assessor, directs, organizes and performs complex, technical planning and coordination of high-level activities and functions that assist in the formulation of assessment practices, office policies, legislative and strategic governmental and public information policies and programs that serve to create innovative solutions affecting the Assessor's Office.

Serves as the Assessor's Legislative & Policy Lead and Public Information Officer.

Typical Tasks
  • Manage departmental-wide projects by providing leadership, direction, guidance, and planning on special projects and activities of professional, technical, administrative support, and clerical staff;
  • Leads employees in performing research, interpretation, analysis, and coordination of complex internal, local and State policy issues relating to the Assessor's Office;
  • Serves as liaison with other Assessor Offices, elected officials, major taxpayers, and community agencies, County, State and Federal representatives;
  • Advises the Assessor and Assistant Assessor on development of internal assessment practices and office procedures;
  • Coordinates media strategy, proactive external and internal communications efforts, and effective media response capabilities, and represents the Assessor's Office through the news media;
  • Researches, edits and prepares speeches, press releases, communications and governmental reports for the Assessor and Executive Managers;
  • Provides primary contact for Board offices, other elected officials and executive leaders in responding to taxpayer inquiries;
  • Represents the Assessor's Office on assessment matters before the State Board of Equalization, California Assessors' Association, and other governmental and trade associations;
  • Formulates and implements policy and program planning activities, including legislative and rule making policy and advocacy for the department;
  • Works with the Assessor and executive staff to formulate short and long-range goals, and directs and manages plans to achieve goals;
  • Manages the development and preparation of reports for the Assessor;
  • Manages, directs and supervises special projects, including the Annual Report and the department's customer satisfaction program and other major collateral material;
  • Reviews and analyzes regulations, legislation to determine impact on Department operations;
  • Develops policy and procedures to implement legislative mandates;
  • Oversees the development and maintenance of the department web-site and provides essential consultation on other information systems essential to the Assessor's operations;
  • Manages complex, sensitive assessment issues;
  • May assume disaster service worker duties; and
  • Performs related work as required.

Employment Standards
Considerable training, education and experience which would demonstrate the ability to perform the above tasks and possession of the following knowledge and abilities.

Experience Note : The required knowledge and abilities required to perform this function would typically be acquired through education and experience equivalent to a Bachelor's degree with major course work in Public or Business Administration, Business Management, Political Science or a related field, and five (5) years recent experience that has provided progressively responsible administrative or managerial oversight within a public tax component. Assessor's Office or assessment experience is desirable, but not required. Technical knowledge within the following areas is also helpful: tax policy, real estate and property valuation, and legislation background.

Knowledge of:
  • Principles and practices of management and assessment practices necessary to plan, organize, direct, manage and evaluate programs, administrative policies and the staff of local Assessor's Office;
  • Effective interpersonal communication skills and relations, problem solving methods;
  • Federal, state, and local legislation, rules and regulations pertinent to the administration of department policies and programs;
  • Governmental tax component, tax policy, and residential and business property valuation;
  • Organizational structure and functions of local governments;
  • Trends, issues and legislation relating to assessment practices;
  • Communication techniques required for gathering, evaluating and transmitting information for interviewing, counseling, and instructing, and for organizing and directing group discussions at all functional levels of the county or other public or private agencies.

Ability to:
  • Plan, organize, direct, manage and evaluate the staff and functions of a local Assessor's Office and services function for a public organization;
  • Provide critical leadership advice and consultation to the Assessor and Assistant Assessor;
  • Lead multi-divisional teams of employees, technical, professional and administrative support;
  • Accurately interpret complex regulations, laws and guidelines;
  • Develop creative and practical solutions to complex problems;
  • Deal effectively with a variety of government and community officials, integrating activities to attain program or project goals;
  • Communicate effectively orally and in writing to clearly and logically present solutions and render appropriate decision on a wide variety of issues;
  • Ability to respond quickly to emerging issues;
  • Manage multiple projects simultaneously and be able to work under pressure;
  • Develop short- and long- range plans to meet current and future needs; and
  • Establish and maintain effective working relationships at all levels in the organization.
