JOB SUMMARY

Hiring Range: $83,688.37 - $98,456.91 Full Range: $83,688.37 - $113,225.44

Responsible for assisting the Assistant Director of Engineering Services - Capital Improvement Program in all aspects of civil engineering activities including, but not limited to management of the execution of capital improvement projects and studies, review of construction drawings, cost estimate approvals, obtaining and reviewing easements, and conducting meetings with developers, consultants, engineers, and homeowners. Assignments are broad in scope and require the use of independent judgment and initiative in making technical decisions of considerable difficulty. This position may also be required to respond to citizen and professional inquiries and complaints. Position performs other related work as required.

EXAMPLES OF DUTIES

  • Provide excellent customer service.
  • Provides technical assistance to staff engineers on plan review and use of proper procedure and interpretation of Town requirements to ensure conformance with Town standards.
  • Provides analytical and developmental recommendations relating to engineering plans, specifications and reports on improvements and new construction for the Town.
  • Assists with the development and implementation of design manual, ordinances, and procedures.
  • Manage and provide contract administration for professional services and capital improvement projects, including, but not limited to:
    • Assist in developing Capital Improvement Program.
    • Provide budget information for proposed projects.
    • Negotiate design contracts with engineering firms.
    • Conduct public meetings as needed on projects.
    • Negotiate land acquisition contracts.
    • Coordinate/facilitate/drive necessary utility relocations for projects
    • Coordinate with other Departments as needed regarding CIP Projects.
    • Manage Construction Phase of CIP projects, to attain timely, completion within the allocated budget restraints.
May assist with supervision and direction of professional and technical level staff engineers.Applies consistent design standards, construction details and specifications to meet Town standards and engineering practices.Evaluates and responds to technical inquiries from inspectors, consulting engineers, and contractors.Reviews exhibits and descriptions for easements and right of way acquisition.Prepares council agenda items for assigned capital improvement projects or other special projects.Attends meetings with consultants, contractors, and other staff as necessary.Evaluates and responds to public, inter-departmental and Town official inquiries.Receive and respond to citizens, developers, and/or engineers' inquiries and complaints regarding engineering issues.Compose and prepare correspondence. Additional Duties
  • Assist with the preparation of briefings for Town Council on engineering and capital improvement project related items.
  • Attend meetings and perform other related duties.
  • Assist with the preparation of various reports for the Town Manager and department heads, (etc.).


QUALIFICATIONS

Experience and Training Guidelines :
Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Experience:
  • Bachelor of Science degree in Civil Engineering from an accredited university with a minimum of five (5) years related experience as a Professional Engineer, municipal civil engineer experience preferred.
  • Knowledge of the principles and practices of civil engineering, particularly with the design, construction, and maintenance of public works projects. Experience in Municipal Capital Improvement Project Management preferred.

Training :
  • Must actively participate in professional associations in order to keep current in the changes of the law and practice of job responsibilities.
  • Maintain a comprehensive knowledge of municipal laws, codes, policies and guidelines applicable to the job responsibilities.

License or Certification :
  • Must be a Licensed Professional Engineer in the State of Texas or be able to obtain Texas license within six months.
  • Must possess a valid Texas "Class C" driver's license.
