Position Description

The City of Tacoma is recruiting for the position of Homeless Strategy, Systems and Services (HSSS) Manager. This Management Analyst III level position is a key member of the Neighborhood and Community Services Department leadership team, and is accountable for aligning approaches and deliverables with the City's commitment to equity and systems transformation, with a focus on addressing racial disparities within the service delivery system.

The HSSS Manager functions in a highly politicized environment and leads the City's efforts to address homelessness in Tacoma. This senior manager is responsible for implementing and refining the City's homeless strategy and managing the system to develop and fund permanent and temporary shelter, permanent supportive housing, and a suite of supportive services targeted to meet the needs of individuals who are housing precarious or experiencing homelessness. This position supervises employees assigned to the City's homeless program team and is responsible for sustaining a work environment that reflects the City's commitment to diversity, equity and inclusion. The position coordinates city-wide efforts to mitigate the impacts of homelessness in Tacoma, facilitates effective community relationships, and manages communications with City partners and community stakeholders.

In this role, the HSSS Manager is a key member of the Neighborhood and Community Services leadership team, and is accountable for aligning team and work unit deliverables with Council priorities, systems transformation goals and efforts to build an anti-racist organization and ensure equitable service delivery across the City's homeless services system.

Key Responsibilities:
  • Develop and lead the HSSS work plan and oversee related program responsibilities, including procurement processes, contract management and reporting in alignment with the City's equity and systems transformation goals..
  • Lead and coordinate cross-functional work groups within NCS and the City, fostering teamwork and embedding equity in decision-making.
  • Research and share best practices that promote cohesion and advance equity goals in the homeless service system.
  • Supervise staff working within the City's homeless program areas, providing direction and support to individuals and the team, including direct support of daily work in a dynamic environment. Support team members through frequent engagement, quickly assessing needs and providing development and skill building to assist with managing work in a stressful environment.
  • Ensure that the City's homeless program team is performing in alignment with department and council goals. This position may include matrix supervision of other NCS team members.
  • Lead the implementation and evaluation of Tacoma's homeless services system, recommend modifications of procedures or practices to improve outcomes, and recommend new and/or innovative approaches to promote equity.
  • Develop and administer budgets to support the homeless service system, and manage the complex and often braided or layered funding to ensure compliance with all relevant local, state and federal regulations, and Tacoma Municipal Code.
  • Coordinate with other department leaders to ensure the homeless program budget is developed and administered in alignment with Council priorities and reflects highest and best use of public resources.
  • Lead the development of funding requests and applications for funding, and coordinate with the appropriate internal and external partners to ensure requests reflect the City's commitment to equity and inclusion.
  • Build and maintain effective relationships and avenues of communication with community stakeholders and institutional partners, and act as a catalyst for bringing people together to achieve common goals.
  • Represent the City's interests on inter-jurisdictional work groups and other meetings to advance the City's homeless service strategy, and ensure that services are client-centered.
  • Lead and participate in meetings with stakeholders, including local community members, elected officials, and housing and service providers.
  • Serve as the department lead for responding to inquiries related to the City's homeless system of services, including coordinating preparation of responses to executives, council and media.
Essential Duties:
  • Oversee the production of reports addressing complex and multi-dimensional issues and projects related to management operations and goals.
  • Formulate and implement long-range strategic plans, department goals and management policies.
  • Coordinate, conduct and assist in the implementation of management studies and analyses of current and proposed operations and programs related to organizational structure, budgets and the utilization of departmental staff, equipment and facilities.
  • Develop alternatives and monitor the implementation of performance enhancements to ensure optimal efficiency and productivity.
  • Develop, analyze and interpret complex data using advanced principles and scientific techniques, review and evaluate the accuracy of plans, reports and supporting information; identify and observe trends; examine basic elements and key relationships; forecast needs.
  • Prepare and/or present effective oral and written communications and presentations.
  • Prepare information for and attend meetings with City administrators, staff and advisory boards; to provide expertise and promote authentic engagement; participate in Council meetings and public forums.

Qualifications

Required Qualifications (Training and Education):
Bachelor of Arts or Bachelor of Science Degree and a minimum of five years of recent experience in design and delivery of homeless strategy, systems and services in a densely populated urban area.

Minimum five years of recent experience leading and managing diverse teams of professional staff working in the human services or homeless services.

Licensing, Certifications and Other Legal Requirements
There may be instances where individual positions must have additional licenses or certification. It is the employer's responsibility to ensure the appropriate licenses/certifications are obtained for each position.
  • Depending upon assignment a WA driver's license may be required.
  • Individuals may have to pass an extended background check conducted by the Tacoma Police Department, depending upon assignment.
