Job Summary The Senior LinkAge Line Manager provides strategic leadership and direction for customer service delivery to a variety of consumers in multiple venues. The position also oversees two team leaders and division unit responsible for planning, development and policy efforts that strengthen and expand DHS and MBA reform initiatives to ensure statewide consumer access to long term care options counseling, preadmission screening, care transitions support or other reform efforts that are specifically related to people needing long term care and are pre-eligible. The position supports DHS and MBA's goals in support of consumer self-sufficiency, independent living and personal decision making. The position will also manage and provide strategic direct MBA consumer service and elder supports programs to ensure statewide delivery of quality assistance for older persons, persons with disabilities, and their families to support individual rights, needs, preferences, and personal decision making, and ensuring quality, accountability and compliance in grants and contracts. The position will direct the development and implementation of policies and procedures, customer service strategies, and standards for customer service, the analysis of efficiency and operational processes to identify opportunities to improve service delivery and add value for the people of Minnesota. The position oversees the management of complaint resolution to ensure service consistent with the department and Board on Aging customer service strategies in meeting customer needs while helping the executive branch meet its service objectives. Qualifications Minimum Qualifications Demonstrated leadership experience* *Leadership experience can include: • Experience as a supervisor, leadworker, team lead, project lead • Completion of a State of Minnesota leadership program (e.g. ELI, L4) • A paid/unpaid position leading a program or chairing a committee (e.g. ERG) - experience must include: o 1+ year of experience identifying issues, goals and strategic actions o o 100+ hours per year time commitment AND 5 years of specialized professional work experience leading program development in providing direct-to-consumer services in the healthcare or social services industry. Experience must demonstrate the following: • Experience with leading multi-site call or customer service centers • Experience in human services, long term or continuing care industry • Understanding of how technology affects the programs as relating to effective and secure communications between multiple partners in a service delivery network • Knowledge and understanding of web based information technology and terminology in order to direct, supervise and negotiate contracts to implement DHS or MBA consumer information or outreach work activities Preferred Qualifications
