Description

MELE Associates, Inc., a veteran- and minority-owned business with corporate headquarters in Rockville, MD, is looking for a full-time, highly experienced Director of Contracts to join its senior management team and be part of its strategic growth. For more than 30 years, MELE has specialized in performing services for the Federal Government. MELE is growing rapidly and seeks a Director of Contract who will make a tremendous impact managing the full lifecycle of MELE’s government contracts and subcontracts and strategically advising C-suite senior management. All MELE HQ personnel work in a hybrid work environment and work remotely on Mondays and Friday but are required to report to the Rockville office to work on Tuesdays, Wednesdays, and Thursdays.

Roles, Responsibilities, and Qualifications:

  • Lead, manage, and administer the Government contracting process for the company, including drafting, reviewing, negotiating, interpreting, and administering complex U.S. Government contracts and prime contractor-issued subcontracts for professional services.
  • Ensure compliance with laws, regulations, and contract provisions applicable to government business, including the Federal Acquisition Regulation and agency regulations.
  • Act as the primary point of contact with Government Contracting Officers and Prime Contractors and Subcontractors on all contractual matters.
  • Work with business stakeholders, functional counterparts, and customers daily to resolve contractual issues and ensure contractual actions are delivered on time.
  • Daily administration of complex U.S. Government contracts and prime contractor-issued subcontracts of various types, including FFP, T&M, IDIQs, etc.
  • Must be proficient in reviewing US government contracts and be able to provide contract analysis.
  • Support business development by drafting, reviewing, and negotiating teaming agreements and nondisclosure agreements.
  • Review of other contractual documents and negotiation of terms and conditions
  • Analyze contractual requirements, special provisions, terms, and conditions to ensure compliance with appropriate laws, regulations, and company policies and procedures.
  • Interact daily with Senior and Executive Management, Program Managers, Contracting Officers, and other operational representatives.
  • Communicate contract policy and practice to the internal business team.
  • Provide expert support services to business units including, but not limited to, the application of FAR flow-down clauses and regulations.
  • Ensure contract review, approval, and execution in accordance with corporate policies and standard operating procedures.
  • Maintain and track internal contractual deadlines.
  • Manage consulting agreements and purchase orders process.
  • Prepare appropriate documentation for contract modifications.
  • Provide comprehensive support from initial planning through contract closeout.
  • Act as custodian of contractual and program records for contracts.
  • Provide guidance to company management on contract issues and their resolution.
  • Collaborate with internal stakeholders to negotiate subcontracts to ensure appropriate flow down of prime contract requirements and monitor subcontractors’ performance and contract compliance.
  • Develop and conduct training on government contract management and compliance as necessary.
  • Partner closely with internal client teams and the customer to ensure a clear understanding of the appropriate details and regulations before and during the execution of the contract.
  • Play an instrumental role in providing support and guidance to project controls teams during contract execution to ensure full compliance with government regulations.
  • Provide proactive support and guidance to the organization regarding government contract compliance.

    EDUCATION AND YEARS OF EXPERIENCE REQUIREMENTS:

    • Bachelor’s degree or higher in business or a related discipline; Juris Doctor preferred.
    • 8-10+ years of experience in Government Contracting of large prime government contracts and full life cycle contract management experience, including a full range of U.S. Government contracts and subcontract types (CPFF, FFP, T&M, IDIQs, GSA Schedules, etc.)
    • Must have business skills/expertise in the administration and supervision of federal government contracts and subcontracts of varying size and complexity and a thorough working knowledge of the FAR
    • Ability to interact with customers and lead contract negotiations is required.
    • Experience in researching compliance issues, applicable regulations and law, and formulating recommendations to management.
    • Thorough knowledge of all appropriate ethical standards regarding contracting actions
    • Must have the ability to make sound business judgments, handle multiple contractual activities with a short turnaround time, and work independently, as well as part of a team.
    • Highly motivated, problem-solving, and detail-oriented with the ability to communicate effectively, solve problems and create trusting relationships with both internal and external clients in a quick turn-around environment.
    • Must have experience in solicitation analysis, risk assessment, cost proposal development, contract negotiation, and issue resolution.
    • The candidate must be able to prioritize multiple tasks.
    • Professional certification by the National Contract Management Association, US government contracts preferred.
    • Proven ability to draft and negotiate contractual language.
    • Outstanding writing and oral communication skills, and ability to negotiate and influence.
    • Professional services industry contracting experience interfacing directly with government customers or prime contractors.
    • Skilled in presenting complex contractual information to senior management and executives.
    • Proven ability to interpret and negotiate large Government solicitations and contracts.
    • Excellent communication and writing skills with both internal and external customers.
    • Proficiency with Microsoft Office suite: Word, Excel, PowerPoint, Outlook
    • Active Q/TS/SCI/Clearance preferred.

    Salary:

    • The salary range for this opportunity is between $135,000 and $150,000 per annum. Salaries are determined based on several factors including external market data, internal equity, and the candidate’s related knowledge, skills, and abilities for the position.
