Job Summary

This position will work with the International Visitor Leadership Programs. International Visitor Leadership Program (IVLP) is the U.S. Department of State’s premier professional exchange program. Through short-term visits to the United States, current and emerging foreign leaders in a variety of fields (including members of Parliament, mayors, youth and faith-based leaders) experience this country firsthand and cultivate lasting relationships with their American counterparts. Projects typically last three weeks and are designed around a certain topic, with participants starting in Washington, DC and traveling to three to four other communities across the United States, highlighting the diversity of American society and culture. Each project includes up to 30 participants from one or multiple countries. The IVLP project managers oversee implement approximately 8-10 projects per year, ensuring quality content and implementation. They are paired with a supporting team member for each project and have overall accountability for the project’s success.


Essential Functions:
• Conducts research; develops and submits project proposals covering a wide range of topics and issues.
• Works in close coordination and consultation with program staff in the U.S. Department of State’s Office of International Visitors, community-based organizations (CBMs) across the United States, representatives of federal, state and local government agencies.
• Oversees overall project implementation in accordance with sponsor and IIE directions and guidelines.
• Develops and maintains relationships with subject matter experts; secures speakers including Members of Congress and congressional staff, and schedules Washington, DC meeting and site visits for project participants.
• Closely manages each project’s budget, ensuring all expenses are authorized and projects are closed out accurately and in a timely manner.
• Ensures all programmatic objectives as determined by the U.S. Department of State are met.
• Promotes IVLP projects through appropriate social media engagement.
• Represents IIE at IVLP-related professional meetings, events and conferences.
• Satisfies regular and ad hoc reporting requirements.
• Oversees daily project activities undertaken by a supporting team member.
• Ensures compliance with applicable contract and sponsor requirements, and IIE policies and procedures.
• Performs other related duties and functions as assigned.

Job Requirements:

Education and Work Experience:
• Requires a Bachelor's degree and at least five years of related work experience, or combination education and experience.

Required Knowledge, Skills and Abilities:
• Experience in projects and tasks involving complex details which require well-developed organizational, time-management and administrative skills.
• Excellent interpersonal and communication skills, both oral and written. Ability to read and interpret documents such as contracts, policy and procedure manuals and write complex reports and correspondence.
• Ability to interact with all levels of staff and external contacts; sensitive to cultural differences when working with people from other cultures.
• Ability to resolve conflict/challenging situations that may arise before and during the program to ensure the most viable solution for the participants, U.S. Department of State and IIE.
• Ability to exercise discretion on confidential matters and to demonstrate sound judgment in consulting with and keeping others informed.
• Ability to easily adapt to changing organizational, program and sponsor needs and a fast-paced work environment; work independently without close supervision and as part of a team.
• Ability to work effectively under pressure of deadlines.
• Familiarity with general office administration, information management systems, government contract compliance, including OMB super circular, budgeting and budget monitoring.
• Proficiency with MS Office applications including Word, Excel and Outlook.
• Willingness and availability to travel within the United States.
• Excellent presentation and delivery skills.


Salary and Benefits:

Salary Range:$69,630 - $80,945. A candidate’s salary is determined by various factors including, but not limited to, relevant work experience, job-related knowledge, skills, abilities, internal organizational equity, and geographic region.
